Work Activities
We based our activity on the principles contained in the Charter of the International Olympic Committee and our Statute, which is harmonized with this document, as well as the Law on Sports and other international and domestic regulations governing this area.
I believe that we used the period after admission to the Olympic family in the best possible way, we organized ourselves well for the Olympic Games in Beijing and gained great experience, which was especially useful in the preparations for the Games in London in 2012. What I would like to draw special attention to is the exceptional activity we had in the pre-Olympic period and which we used to affirm Olympism and the Olympic movement in our country, involve a large number of Montenegrin citizens in our work, especially young people, and, for the first time in this region, present this greatest global idea and its values, through the implementation of a large number of projects that we specially designed. For the first time, we had a full four-year mandate for the implementation of such a complex project.
In the period that is behind us, high-quality cooperation with the Olympic committees of other countries was established, as well as excellent communication and cooperation with the IOC, ANOC, EOK, which represents a good basis for further progress and development of this Olympic committee.
In the following, in the shortest possible time, I would give the basic plan and program decisions as I see them through the next Olympic cycle, ending with the games in Brazil (Rio de Janeiro) in 2016. We will base our activities on the principles we have mentioned, which have been the fundamental determination and priority of this Olympic Committee and the defined needs of Montenegrin sports in general:
1. work on the affirmation of Olympism and Olympic principles in Montenegro because, as stated in the Charter of the IOC, “Olympism is a life philosophy that celebrates and unites the qualities of the body, will and mind into a balanced whole. Combining sport with culture and education, Olympism strives to create such a way of life that is based on the joy that comes from effort, the educational value of a good example and respect for universal fundamental ethical principles”;
2. preservation of the autonomy of the Olympic movement in accordance with the proclaimed and accepted principles, with the aim of having independent and recognized sports associations manage and control the sport. Any kind of discrimination on racial, religious, gender and political grounds is incompatible with Olympism;
3. encouragement, implementation, monitoring, coordination, support and organization of multi-sport competitions;
4. improving ethics in sports and developing the spirit of fair play and non-violence, which is becoming a global problem;
5. cooperation with the Government of Montenegro, state and private companies in an effort to put sport at the service of citizens, with the aim of promoting peace, unity and coexistence;
6. support for projects that aim to include, advance and promote as many women as possible in sports, in all structures and levels, in order to apply the principle of equality;
7. acting in accordance with the established principles of the International Anti-Doping Code, of which the Montenegrin Olympic Committee is a signatory;
8. participation in proposing and adopting long-term sports development programs in Montenegro, which until now has been one of the main determinants of our work and activities, because as a young and small country we must use sports for affirmation and representation, given that sports are one of the best, and I dare say, at the moment the best Montenegrin export product;
9. cooperation with the non-governmental sector;
10. Scholarships for spot talents – Olympic candidates in individual sports and provision of quality grants for collective sports through Olympic Solidarity of the International Olympic Committee;
11. strengthening the already created Olympic pool, which would enable adequate financing and implementation of the plans and programs of the federation and the Olympic Committee itself in anticipation of the Olympic Games;
12. representation of the Montenegrin Olympic Committee and Montenegrin sports on the international level, which is one of our main tasks, which we have, in the opinion of many, carried out in the best possible way so far;
13. opposing any political or commercial abuse of sports and athletes and advocating for ensuring their social and professional future through state bodies and sports organizations;
14. supporting sports activities for all and, to the extent possible, assistance and support to the National Paralympic Committee of Montenegro;
15. support for sustainable development in sports and concern for environmental protection, which is an important obligation of the Montenegrin Olympic Committee;
16. solving the problem of accommodation of the administration, given that we are not even close to satisfied with the current solution, so that also remains a planning task and obligation, and within that, solving the issue of museum and library organization. For these activities, we need strong support from the state of Montenegro;
17. organization and construction of a mini-Olympic center or centers in accordance with the already promoted ideas of some local governments, the Government and this Olympic Committee;
18. continuation of activities that support and promote the link between sports, culture and education;
19. continuation of good cooperation with the University of Montenegro, especially with the Faculty of Sports and Physical Education in order to further affirm Olympism and the Olympic movement;
20. good cooperation with the media, both written and electronic, in order to fulfill the tasks from this program and annual programs, as well as the program of the alliance;
21. support for the established Club of Montenegrin Olympians;
22. cooperation with the Montenegrin Sports Academy i
23. affirmation of the work of the commissions appointed by the Montenegrin Olympic Committee with the aim of including as many athletes and sports workers as possible in the work of this sports association.
The Montenegrin Olympic Committee will participate actively and in partnership in the adoption of certain regulations that will improve the work and development of Montenegrin sports in the long term. Here, first of all, I am referring to certain legal solutions that are not adequately affirmed even in the new Law on Sports, so it is necessary to initiate the procedure of amending and supplementing it. I also believe that the initiative to amend the Law on Games of Chance and certain tax laws would be necessary, because through those legal solutions, sport could be greatly helped, and that is the right way to approach this activity in a systemic way.
In the coming period, special attention should be paid to the provision of adequate health care for athletes, to which the Montenegrin Olympic Committee has paid special attention until now. I would like to mention once again that we are signatories of the Anti-Doping Code, which represents one of the strategic activities of the International Olympic Committee. The Law on Sports established a special Commission for the protection against doping, which includes three representatives of the Montenegrin Olympic Committee. I would like to point out the exceptional contribution of Dr. Mira Jovanovski-Dašić in the previous activities on this plan. On this topic, the Montenegrin Olympic Committee organized an exceptionally well-attended seminar, and a number of persons were trained for control and prevention in this area, who performed a significant number of tests in anticipation of the Olympic Games.
In the coming period, we will especially focus on the plans and programs of certain federations that, through the good results of their athletes and the good organization within the federation, deserve to be treated and monitored in a special way.
It would be extremely useful if we could arouse the interest of our experts in the associations for higher quality training abroad, with the aim of implementing modern world trends in sports. We would certainly implement this project with our friends from Olympic Solidarity.
I am of the opinion that the priorities in support of individual sports federations and athletes should be determined by the result that these sports will have on the international level, for which there is already a good record.
As we were especially pleased and lucky to have 33 young athletes at the Olympic Games in London, our obligation would be to try to have a team with the same number of players at the Rio Games.
The crown of our work and activities so far is winning the silver medal for women’s handball at the Olympic Games in London, which is also the first Montenegrin Olympic medal.
Although we are aware of the fact that it is extremely difficult to win Olympic medals, we have the ambition to try to achieve a good ranking and fight for a new Olympic medal at the next Games, regardless of the change of generations and regardless of the size of our country.
On the basis of this principle plan, we would work, as we have done so far, with annual plans that would elaborate the above-mentioned points of departure in detail.
In the end, I am sure, based on past experience, that a number of other activities will appear that this Committee will have to follow up, considering that this is an extremely alive and dynamic matter, so it is difficult to plan everything to the end. However, I am sure that with the team I have worked with so far and cooperated exceptionally well, I will be able to answer that challenge as well.
