Membership
Excerpt from the Montenegrin Olympic Committee statute:
Article 14
COK members can be full, associate, temporary and honorary members.
Article 15
Full members of COK are branch sports associations of Montenegro that are registered in accordance with the Law on Sports of Montenegro and that are members of international sports federations that are responsible for sports included in the program of the Olympic Games.
Article 16
Associated members of the COK are the sports federations of Montenegro that are registered in accordance with the Law on Sports of Montenegro, and are not included in the program of the Olympic Games, and whose international federation is recognized by the IOC, i.e. the General Association of International Sports Federations (AGFIS).
Article 17
The Assembly of the COK may temporarily recognize the new sports association of Montenegro for a period of two years or another period determined by the Assembly, during which the COK will monitor the activities of the applicant for membership, after which, in the event that a decision on admission to the membership of the COK has not been made, the temporary recognition automatically loses its validity.
During the temporary membership, the sports association referred to in paragraph 1 of this article has the same rights and duties as the associated members of the COK.
The provision of paragraph 2 of this article does not apply if the admission for membership is submitted by a sports association whose international federation of the same sport is included in the program of the Olympic Games.”
Article 18
The COC includes a certain number of active and former athletes who participated in the Olympic Games, with the fact that former athletes should retire from that position at the latest after the end of the third Olympic cycle after the last Olympic Games in which they participated.
Article 19
Members of the COK are also members of the IOC from Montenegro, as well as members of the Sports Commission of the IOC from Montenegro, if there are any. Members of the IOC, if there are any, have the right to vote at the Assembly and are ex officio members of the Executive Board of the COK, in which they have the right to vote.
Article 20
A member of the IOC, as well as an honorary member of the IOC, who is excluded from the IOC cannot be a member of the COC.
Article 21
As honorary members of COK, the Assembly of COK appoints persons or organizations particularly deserving of long-term contribution to success activities of COK, development of sports and Olympism, based on a special act on the proposal of the Executive Board of COK.
Honorary members can participate in the work of the COK Assembly without the right to vote.
Article 22
COK can admit to membership only one national sports association in a particular sports branch.
Article 23
Admission to COK membership is decided by the COK Assembly on the proposal of the COK Executive Board.
Article 24
Members of the COK have the right and obligation to participate in the work of the COC and to propose measures and activities in order to achieve the goals and tasks of the COC as successfully as possible.
Article 25
The members of the COK are obliged to implement the decisions and conclusions of the bodies of the COK and are responsible for their execution.
Article 26
To the National Sports Association that does not meet the requirements from Art. 15 and 16 of this statute, in order to speed up the development of that sport, the status of an associate member without decision-making rights can be recognized. The same status can be granted to multi-sport groups or other sports-oriented organizations, as well as citizens of Montenegro who can contribute to the success of the COK or who have contributed exceptionally to the development of sports and Olympism.
Article 27
The government or other state bodies cannot participate in deciding on the election or recall of any member of the Central Committee, or their representatives in the bodies of the Central Committee. However, COK has the discretionary right to choose one of the representatives of these bodies as its member.
Article 28
A COK member’s membership ends:
– at your own written, reasoned request;
– by deletion from the register of competent administrative bodies;
– prohibition of work;
– exclusion from COK.
Article 29
A member of the COK is subject to measures and sanctions determined by this statute if:
– its activities do not achieve the goals and tasks for which it was founded;
– does not comply with or violates the principles and rules of the Olympic Charter and this statute;
– does not execute and implement decisions and conclusions of COK bodies.
Article 30
A COK member can be declared:
– measures: warning or warning;
– sanctions: suspension or exclusion from COK membership.
The measures or sanctions from paragraph 1 of this article are imposed depending on the type, severity and degree of the committed violation or offense from article 29 of this statute, namely:
– for a minor violation: a warning or warning;
– for a serious violation: suspension or exclusion from COK membership.
The COK Executive Board decides on the imposition of a warning or reprimand.
At the first subsequent session of the COK Assembly, the COK Executive Board reports on the pronounced measure from paragraph 2 of this article.
The COK Assembly decides on suspension or exclusion from membership.
In case of urgent need, the Executive Board of the COK can impose the sanction of suspension, on which the final decision is made by the Assembly of the COK at the first following session.
The executive board of the COK, by a special general act, regulates the issues of implementing the procedure for determining violations or offenses from Article 29 of this statute and the imposition of appropriate measures and sanctions established in paragraph 1 of this article.
Article 31
The executive board of the COK can regulate the procedures for admission to membership and termination of membership, the rights and obligations of members, as well as other issues of membership in the COK that are not regulated by this statute.
Article 32
COK members, except for those who perform their functions in COK professionally, will not receive salary or any kind of remuneration for the performance of their functions.
