Montenegrin Olympic Committee and University of Montenegro Sign Memorandum of Cooperation

Sport, Science and Education United in the Service of Athletes’ and Society’s Development

The Montenegrin Olympic Committee (MOC) and the University of Montenegro (UoM) have signed a Memorandum of Cooperation, laying the foundations for a long-term, strategic partnership between the country’s umbrella sports institution and its central public higher education institution. The Memorandum was signed by MOC President Dušan Simonović and the Rector of the University of Montenegro, Prof. Dr Vladimir Božović.

This agreement establishes an institutional framework that recognises sport, science and education as inseparable pillars of social development and opens the way for joint initiatives benefiting athletes, coaches, researchers and the wider public.

The Memorandum envisages cooperation across a number of areas of shared interest, including the exchange of expertise, advice and professional support; the organisation of periodic consultations, forums, panels, round tables and scientific conferences; joint publication initiatives; the development and implementation of projects of mutual significance; as well as the exchange of experts, lecturers and educators.

Particular attention will be given to sport, public health, education, research and youth programmes, as well as to the promotion of Olympic values within society.

The cooperation also includes joint support in applying for international funding, primarily through the Erasmus+ programme and other EU funds, creating opportunities for Montenegrin sport and the academic community to engage more actively in wider European networks of knowledge and exchange.

A special focus is placed on the development of the Montenegrin Olympic Academy as a platform to connect the academic and sports systems, provide education for athletes and coaches grounded in scientific achievements and modern approaches, and promote the Olympic movement as a value framework within Montenegrin society.

“This cooperation is a natural and important step, as sport and education cannot and should not develop separately, and I am pleased that the University of Montenegro recognises sport as an important segment of social development. By connecting with the University, we are creating conditions for our athletes to receive support based on knowledge, science and expertise, which today represents the standard of modern sport,” said Dušan Simonović, President of the Montenegrin Olympic Committee.

The cooperation between the MOC and the University of Montenegro will be based on the principles of partnership, transparency and shared responsibility. Concrete activities will be implemented in line with the common interests of both institutions.

“The University is not only a place for acquiring knowledge, but also a space where both thought and character are shaped. It is where ideas emerge, but also where habits, responsibility and a sense of community are developed. Knowledge provides the framework through which we understand the world, while sport – often more directly and clearly than any other field – teaches us that behind every achievement stand discipline, perseverance and trust in a team. I believe that this cooperation is not merely a formal step, but an opportunity to open new spaces for joint projects, research and programmes that will connect science and sport, and above all people,” said Rector Vladimir Božović.

Highlighting the importance of establishing cooperation between the University of Montenegro and the Montenegrin Olympic Committee, the President of the University’s Governing Board, Prof. Dr Milivoje Radović, emphasised that this initiative provides an opportunity to connect knowledge and science more concretely with sport through projects capable of delivering tangible results, both in education and in the development of sport and society as a whole. The University sees this as an opportunity to further strengthen its role and contribution to the community, Radović added.

Through this Memorandum, Montenegro gains a stronger institutional framework for developing a sports system grounded in knowledge and research. The synergy between the leading institutions of sport and education creates conditions for a systemic step forward in the quality of work with young athletes, the modernisation of training approaches and long-term investment in the professionals who will shape Montenegrin sport in the years ahead.
